Labrador Air Access Program (LAAP)

The Province of Newfoundland and Labrador implemented a pilot program in August of 2025 to assist with the high cost of travel faced by people in Labrador and part of the northern peninsula.  The Labrador Air Access Program (LAAP) is for personal travel only. The pilot project will run until March 31, 2026.

Who can benefit?

Residents of Labrador and the Northern Peninsula, north of Reef’s Harbour.

How much do I pay?

The provincial government has negotiated special rates for each originating airport (Wabush, Churchill Falls, Goose Bay, Nain, Natuashish, Hopedale, Makkovik, Portville, Rigolet, Blanc Sablon, and St. Anthony) to Deer Lake, Gander, and St. John’s. The government pays 30 percent of those special rates, and the passenger pays the remainder. The program applies only to travel inside Newfoundland and Labrador.

FARE EXAMPLE:

Special Rate from Goose Bay to St. John’s Return – $898.06

30% Government contribution – $269.42

Passenger Pays – $628.64

                                    
How do I take advantage of this program?

It’s easy. Fill out the application at https://www.gov.nl.ca/la/files/Labrador-Air-Access-Form.pdf and submit it at least 28 days before your planned travel. Travel must be booked at least 14 days before your planned departure.

Are there any other program requirements that I should be aware of?

Since this is a pilot program, all tickets must be booked by March 17, 2026, and travel completed by March 31, 2026.

175 roundtrip tickets are available through the program each week

There is a limit on the number of tickets available daily and by airport.

People are limited to two roundtrips per person until March 31, 2026.
